This term properly includes all functions under the government, except military functions. In general it is confined to functions in the great administrative departments of state. People v. Cram, 61 N.Y.S. 858, 29 Misc. 359. But in enlarged sense means all service rendered to and paid for by state, nation, or political subdivisions thereof, except that pertaining to naval or military affairs. Long v.
