Definition of Extraterritoriality
The extraterritorial operation of laws; that is, their operation upon persons, rights, or jural relations, existing beyond the limits of the enacting state or nation, but still amenable to its laws. A term used, especially formerly, to express, in lieu of the word exterritoriality, the exemption from the obligation of the laws of a state granted to foreign diplomatic agents, warships, etc. The term is used to indicate jurisdiction exercised by a nation in other countries by treaty, or by its own ministers or consuls in foreign lands. Crime is said to be extraterritorial when committed in a state or country other than that of the forum in which the party is tried.
