Definition of Excess or Surplus Water
Water which is flowing in stream in addition to what may be termed adjudicated waters. Any water not needed for reasonable beneficial uses of those having prior rights is “excess or surplus water”. City of Pasadena v. City of Alhambra, 33 Cal.2d 908, 207 P.2d 17, 28.
